The OHCA Pioneer Award is designed to recognize Ohioans influential in the development and advancement of long-term care programs, education, professionalism or ideals. The Awards honor the commitment of these individuals to excellence in long-term care services.

CECIL MITCHELL
Cecil Mitchell was the developer, owner and administrator of a number of facilities in Northwest Ohio. He still maintains an interest in the business, which is now run by other members of the family.
Mr. Mitchell has been a leading force in the long-term care community since 1964. A member of the Northwest Ohio Health Care Association, he served as its President in 1969 and 1970. In 1971, he served as the Region IV Vice President to the American Health Care Association. He was a member of the OHCA Board of Trustees from 1968 and 1972, and was elected President of OHCA in 1971 – 1973. He has been an active member in the Association ever since.
During his tenure, the Association promoted sprinkler system legislation for Ohio nursing homes, which passed in 1972. He also testified before the House Government Operations Committee in Washington, D.C. regarding fire safety regulations, which led to low interest loans to assist facilities in upgrading fire protection systems.
Cecil continued to be active in Association functions until his passing in 2008.
