STEVEN BOYMEL
Steven Boymel is President of the Health Care Management Group, Cincinnati. He has been a practicing administrator since 1969. During the past 43 years, he has watched skilled nursing facility care change to a highly complex medical model, and has experienced first hand the massive changes in the Medicare and Medicaid systems.
In 1969 Boymel became the administrator of Garden Manor working for his father, and in 1980 ventured into the field of intellectual and developmental disabilities, developing and building Brookside, a 104 bed facility for disabled children. In 1980 there was no separate capital reimbursement for these facilities, despite a space requirement almost four times greater than a skilled nursing facility. Legislation was necessary to correct this problem, and Boymel helped secure legislation to properly reimburse capital costs for ICFs/IDD. In the early 1980s ICF residents enjoyed no leave days to return to their homes with their families. Again legislation was required and Boymel worked to ensure that the necessary law passed.
In 1983, inspired by an article in Time Magazine on Alzheimer’s disease, Boymel was instrumental in passing legislation amending the CON Law to allow for Alzheimer’s care facilities. The Alois Alzheimer’s Center was the first free standing all Alzheimer’s Center in the United States, making Ohio a leader in Alzheimer’s care, and to this day Boymel’s Alois Alzheimer’s Center maintains its affiliation with the University of Cincinnati.
In 1987 Boymel helped write enabling legislation amending the CON law to develop retirement communities. Under this legislation Boymel designed, built and developed Brookwood Retirement Community a 220 unit retirement community. Boymel also owns and operates Clovernook, Inc., a 127 bed skilled nursing facility that specializes in wound care; and Loveland Health Care Center, a 109 bed nursing facility. In 2002 Boymel acquired the Florence Park Nursing Home in Florence, Kentucky, and has designed, built and furnished numerous nursing facilities for clients throughout the Midwest.
His public service includes serving on numerous governor’s task forces to study and recommend legislation to help set public policy in the skilled nursing care field, as well as in the field of intellectual and developmental disabilities. Boymel currently serves on the Board of Directors of the Ohio Health Care Association, where he has also been the Chairman of the Legislative Committee and a member of the OHCA Workers Compensation Service Corporation Board. Boymel has also served on the Labor Committee of the American Health Care Association.
